Abstract

The EU is at the forefront of the fight against climate change and is a benchmark in this area, both for the policies and regulations adopted internally and for the proposals presented in international climate negotiations, as well as for its commitment to help the countries most in need to fight against global warming. However, it is not so obvious that the EU exercises leadership in international climate action, at least not alone and continuously, given its ability to effectively influence the results of climate negotiations. This paper analyses the evolution of this theoretical European leadership considering the development of the UNFCCC conferences, the proposals presented by the EU and the agreements adopted.
