Abstract
Civil Services are interested in how to identify and assess business plans because entrepreneurship is a part of their policy to create employment and wealth. There are a lot of procedures to assess business plans but there are signs of exhaustion in many of them, so it is necessary to keep on improving them. One of the main problems is that entrepreneurs use models just as a bureaucratic requirement to gain access to the public support. So it is interesting to explore new ways of assessment and identification of business plans based on the proyects and on the entrepreneur�s capability. The aim of the model proposed is to help both entrepreneurs and public developer in settting-up new business with success.
