The R+D+i, considered as one of the indicators of the progress, becomes, by its difficulty to generate results to short or medium period of time, a ballast for many enterprises. Direct aids, in spite of its wide variety, are not enough, avoiding mentioning that they are limited to some strategically interesting areas, while traditional ones, which have based their subsistence in R+D+i, cannot get these resources. The new standard, designed as UNE166.000:2002EX, supposes an important advance to approach R+D+i activities to all the sectors; but the final impulse was a law that facilitates getting resources by tax reduction rights. This way, far from being limited to an economical contribution, increases its acceptance between R+D+i centres due to its methodology, which allows to optimize the existing resources, as well as to promote the interdepartmental relations. As occurred with quality and environment standards, it has been made a certification structure for R+D+i, which is accepted by Tax Agency and gives independence and professional competence to take the decision about the nature of the activities developed (Research + Development or Innovation), and confidentiality to the evaluation system. The certification gathers the different members of R+D+i system, involving experts from universities and technological centres to evaluate the projects that enterprises carry out, and gives the market the possibility to choose the areas to prop up. Finally, remark that this procedure, according to a evaluation made before the execution of the project, permits an analysis of the economical and technical viability that will take the role of natural selection, permitting the growth of R+D+i indicators thanks to highest level activities.
