Abstract

This paper reports the Study on Environmental Impact (SEI) carried out as a result of the installation of a plant specifically designed for the collection and treatment of residues. The aim expected from preparing the SEI is to determine, to describe and to prevent those impacts that stem from the construction and permanent operation of the Treatment Plant with respect to the population of the surrounding area, the fauna and flora, the soil, water and air, the landscape and the existing ecosystems in that area, as well as the socio-economic and cultural effects. For this purpose, an environmental evaluation of the impacts derived from its installation, both in its location and in the surrounding area, is carried out. The main aims of the treatments to be accomplished in the plant consist firstly of giving those residues, provided they are technically and economically feasible, a treatment so that they become reusable (hydrocarbons and organic mud); secondly, to process those residues whose sole possibility for extinguishing them is to store them in a controlled dump, or else, to channel those products that do not have place in the treatment lines planned to other plants provided with adequate treatment methods. The law in force for collection, storing and treatment has been considered (Royal Decree-Law 9/2000 of modification of the Royal Decree-Legislative 1302/1986 on Environmental Impact Evaluation).
