Abstract

The substitution of the millions for the crecimiento in the salt price that Philip IV established in 1631 brought about massive reactions throughout Castilla, particularly among those provinces which were exempt from paying them. Well known are the violent disturbances which took place in Vizcaya. On the contrary, little is known about what happened in the other two Provincias Exentas. This article analyses, on the whole, the attitude taken before the new tax by Vizcaya, Guipúzcoa and Álava. Even though the three provinces opposed to it, they did it by means of very different methods and speeches. Surprisingly they were not, in fact, equally considered from a tax point of view.
