Abstract
Social and cultural change causes and aims were not only Andrés Bello´s theoretical concern, but also his action basis on Chilean public life. Considering socio-cultural property as a social-human development symptom and synthesis, he encouraged material and cultural development in a solidary normative frame for everybody´s welfare.
