Abstract
The General Assemblies of Gipuzkoa of 1735, held in the city of Donostia-San Sebastian, proposed setting up a Casa de Misericordia (House of Mercy) of a provincial nature with its headquarters located in the city. Although the plan was initiated, it was never fully implemented owing to a lack of funding. Yet the proposal underlined the existence of a modern or enlightened mentality among the elites of Gipuzkoa with respect to the phenomenon of poverty, more in line with that of other European kingdoms such as France or the United Kingdom, the core aspects of which are the control, centralisation and rationalization of resources.
