Abstract

The Territorial Planning Guidelines (Directrices de Ordenación Territorial ‐ DOT), which are the main instruments for the overall planning of the Basque territory, were approved in 1997. In 2015, the procedure for its Review was initiated in the framework of a wide participation process. This Review pretends to forecast Euskadi’s territory for the next 20 years. The Participatory Process for the DOT Review has been the major landmark within the Basque Country territorial organization. It has been a novel process both for its scale ‐an entire Autonomous Community‐ and for its firm commitment to participation as an essential element to promote a new territorial governance and culture. Introducing a participatory perspective in territorial planning has some particularities: the scale of action as well as the degree of abstraction of the issues to be addressed are two of the main ones. Being a pioneer process, it has established new forms of dissemination, participation, reflection and debate to enrich and complete the existing territorial culture in the Basque Country. A process that made available to Basque citizens a wide variety of channels and spaces –both physical and digital– to make contributions.
