Abstract

The IPCC report shows that there is a gap between the need to achieve net GHG emissions by 2050, and what has been promised by political leaders. In this context, energy efficiency can play a key role in promoting energy savings, and yet we observe low levels of energy efficiency investments. It is therefore crucial to investigate the main causes of this apparent paradox. This article analyses the different barriers to invest in energy efficiency, also reviewing the public policy instruments that would allow them to be addressed, offering an overview of some of the latest contributions to the Spanish case
