Abstract

The Spanish legal system is located in the group of those classified as complex or multi-legislative, characterized by the coexistence of various territorial legislative systems and by the presence within it of internal conflicts of an interregional and interlocal nature. The analysis of the role that the civil neighborhood plays as a connection point within the Spanish internal conflict system provokes the debate about the normative techniques that the legislator must use to respond to the increasing complexity of this sector. Internal plurality is also the object of increasing regulatory attention and regulation at the European level and in the conventional / international regulatory block. For this reason, it is urgent to undertake the reform of this sector of our legal system, bearing in mind a perspective based on the obligatory hybridization of three dimensions (constitutional, European legal-private and internal) in order to support the establishment of a coherent set of rules that provide legal security to the system.
