La estrategia europea de recuperación frente a la crisis derivada de la pandemia y el Plan español de recuperación, transformación y resiliencia

Abstract

This article analyses the European strategy to recover from economic and social consequences of the pandemic, of which the temporary stimulus instrument NextGenerattionEU is a part. For this, the strategy is compared with the antagonistic approach adopted by the EU institutions for the 2008 crisis and its most significant elements are identified. In this context, the Spanish Recovery Transformation and Resilience Plan is presented, with a complex set of investment and reform projects. Finaly, the need for a permanent European stabilization mechanism is defended, well equipped and designed, without complexes on the mutualisation of debt, to simplify prodedures and reduce reaction times in the face of new crises.
