Resumen

The passing of hurricane Mitch over Central America as well as different positions of governments and international financial institutions regarding the breach in the payment of foreign debts, have opened once again the controversy about the possible non-payment of foreign debts and have put in evidence that the dilemma on how to confront this situation has still not been solved in a satisfactory way. This article has two objectives: 1) Based on the socio-political and macroeconomic variables of the countries of the Central American Common Market, we will try to identify possible indicators of the difficulties of these countries to fulfil the commitments of their foreign debt 2) Departing of the premise, that in most cases the problem of the suspensions in the payment of foreign debts is not due to the lack of will to make these payments, but simply to the impossibility to carry them out, we offer our opinión on which elements should be considered in the processes of renegotiation of foreign debts because they could condition the quantity of the final payments.
