Abstract
The aim of this study was to analyse whether equity and equal treatment is guaranteed in the care offered by the Basque Social Services System; the Home Help Service was analysed in 9 municipalities in the Basque Autonomous Community. Although the service is available in all the municipalities, significant differences exist in the conditions set by each locality. It is therefore necessary to identify the differences and to deepen their reasons. The findings show that variations in the provision of the service derive more from the capacity and willingness of each municipality than from local needs. In this way, this paper aims to make a clarifying contribution to the further analysis of the impact of social services provided under different conditions on the organisation of care.
