Abstract

In the legal and regulatory framework of France, institutional and socioeconomic actors from Northern Basque Country have been made aware from the beginning of the nineties about the specifities regarding the problems related to housing, in a context with a large increase of population and lack of housing within the territory, and of the need to envisage and later enforce an own housing policy. In this regard, the 2010 Basque Country Prospective has meant a turning point in as much as the realization of comprehensive diagnosis has led to the local actors awakening. On the basis of that thorough examination, the concerned acts have elaborated some territory projects in 1997 and 2007 respectively, that after long periods of negotiation have resulted in their contractualisations under the wig of successive territorial contracts of the Northern Basque Country. The implementation of this peculiar housing policy has implied to have appropriate instruments among which we find the Atlantic and Pyrenees Agency for Urbanism and the Local Territory Public Establishment of the Basque Country.
