Abstract

The building process of the political agenda is a determining phase in the analysis of public policy. Why do the public powers deal only with certain issues? Who brings up or throws out issues from the government agenda? Under what circumstances do some issues become questions of political relevance while others do not? Is it enough that an issue enter the agenda so that institutional action is taken? These and other questions surround the study of the political agenda. Sexual equality is especially paradigmatic in the analysis of the building of the agenda. The public powers have shown interest in this issue only very recently now that the majority of these questions appeared connected with the private sphere. So, there exist a series of factors which have guaranteed the inclusion of this issue in the agenda, although their mere inclusion does not necessarily guarantee the implementation of pertinent public policies. Following this criteria, this article analyses some of the aspects which surround the incorporation of sexual equality in the political agenda.
