Zusammenfassung

This document evaluates the impact of a Minimum Income Scheme (MIS) in the Basque Country. First, its effect as antipoverty policy is assessed. Results indicate that the MIS has a substantial impact on poverty reduction, although some households remain extremely poor even with the aid. Secondly, it evaluates whether the policy delays entry into employment for recipients and to which extent activating policies directed to them work. Results show that the MIS does not delay entry into employment and Active Labour Market Policies designed for this group, in particular training, have a strong positive impact on finding a new job.
