Résumé

Majority and democracy are normally linked to each othe, together with freedom and self-determination. Democratic freedom must be representative for all citizens, therefore is ruled by means of a simple majority system except for some specific situations when additional support is required (absolute majority). The Consejo General del Poder Judicial is in the midst of this majority ins and outs, which has adapted its decision procedures, in order to increase consensus as well as to prevent obstructions. Is in these changes where divergent interpretations have emerged.
